George Hurrell was a photographer to the Hollywood stars of the 30s and 40s and was instrumental in creating the particular glamor of that age of moviemaking. I believe this is Norma Shearer, a slightly different take from this published photo. Shearer was instrumental in getting Hurrell hired by MGM early in his career via her producer husband, Irving Thalberg.
